JUVENILE DELINQUENCY AND THE SOCIALORDER IN NIGERIAN STATES: ISSUES AND PROSPECTS

Abstract

Juvenile delinquency represents a significant threat to
social order and sustainable development in Nigeria.
This paper provides a comprehensive analysis of the
nature, causes, consequences, and intervention prospects
for juvenile delinquency across Nigerian states. Drawing
on recent empirical studies, policy reports, and
stakeholder consultations from 2023 to 2026, the paper
examines regional variations in delinquency patterns, the
structural failures of the juvenile justice system, and the
socio-economic drivers of youth crime. The analysis
reveals that juvenile delinquency in Nigeria is not a monolithic phenomenon but varies significantly across
states, shaped by urbanization. levels, economic
conditions, cultural factors, and institutional capacities.
Key findings include the alarming detention of children
in adult facilities, the systemic gap between progressive
juvenile justice policies and their implementation,
recidivism rates estimated between 60 and 80 percent,
and the critical role of child streetism, poverty, and
educational exclusion as primary drivers. The paper
concludes by outlining prospects for reform, including
justice system transformation, community-based
interventions, youth empowerment initiatives, and multistakeholder collaboration frameworks.
